It needs to be relevant just for the sake of providing good PR, if nothing else. The ESRB has always been irrelevant anyway This is the same as those patches that would make Lara Croft nude and such. This wasn't in the final game, and can't be accessed without hacking/tampering/modding the game. Plenty of games have artifacts of features that never materialized, and this seems like a case of that. If it requires significant end user tampering to unlock and wasn't part of the final game, it shouldn't be counted.
